A big-city lawyer was representing the railroad in a lawsuit filed by an old rancher. The rancher's prize bull was missing from the section through which the railroad passed. The rancher only wanted to be paid the fair value of the bull. The case was scheduled to be tried before the justice of the peace in the back room of the general store. The attorney for the railroad immediately cornered the rancher and tried to get him to settle out of court. The lawyer did his best selling job, and finally the rancher agreed to take half of what he was asking. After the rancher had signed the release and took the check, the young lawyer couldn't resist gloating a little over his success, telling the rancher, "You know, I hate to tell you this, old man, but I put one over on you in there. I couldn't have won the case. The engineer was asleep and the fireman was in the caboose when the train went through your ranch that morning. I didn't have one witness to put on the stand. I bluffed you!" The old rancher replied, "Well, I'll tell you, young feller, I was a little worried about winning that case myself, because that bull came home this morning."

Once upon a time the government had a vast scrap yard in the middle of a desert. Congress said someone may steal from it at night; so they created a night watchman, GS-4 position and hired a person for the job. Then Congress said, "How does the watchman do his job without instruction?" So they created a planning position and hired two people, one person to write the instructions, GS-12 and one person to do time studies, GS-1. Then Congress said, "How will we know the night watchman is doing the tasks correctly?" So they created a Q. C. position and hired two people, one GS-9 to do the studies and one GS-11 to write the reports. Then Congress said, "How are these people going to get paid?" So they created the following positions, a time keeper, GS-09, and a payroll officer, GS-11, and hired two people. Then Congress said, "Who will be accountable for all of these people?" So they created an administrative position and hired three people, an Admin. Officer GM-13, Assistant Admin. Officer GS-12, and a Legal Secretary GS-08. Then Congress said, "We have had this command in operation for one year and we are $280,000 over budget, we must cutback overall cost." So they laid off the night watchman.

There’s no way we can afford it.” The next day the father saw little Johnny heading out the front door with a suitcase. So he asked, “Son, where are you going?” Little Joe told him: “I was walking past your room last night and heard you telling Mom you were pulling out. Then I heard her tell you to wait because she was coming too. And I’ll be damned if I’m staying here by myself with a $280,000 mortgage and no bike!”
